Update Re: CFIA’s New Dog Import Requirements for Commercial Dogs Less than 8 Months (Breeding/Resale end use)


CKC continues to support CFIA in its efforts to strengthen dog import controls, to improve compliance with humane transport and animal health requirements—and ultimately to reduce the importation of unhealthy dogs into Canada. However, the new import requirements for commercial dogs under 8 months old for breeding and resale end use, effective May 15, 2021, remain unclear and concerning for CKC member breeders who import small numbers of healthy dogs into Canada.

They include:
  • Kennel of origin certification
    We understand that this new Kennel of Origin certificate is a significant area of concern. CKC has been engaged with CFIA for several months and provided feedback on this subject to ensure their criteria works for large-scale and small scale-breeders. We continue to be in contact with CFIA, to advocate for CKC members and seek clarification on this issue.

     
  • Importing dogs for showing/exhibiting
    We have been led to believe that there are no changes to the importation of commercial dogs under 8 months of age for the purposes of showing and exhibiting. According to this CFIA infographic, puppies less than 8 months of age may be imported on a temporary basis without an import permit only if proof is provided that the dog is registered in a competition, a show, or a trial organized by a recognized association and all of the other requirements are met. We continue to seek clarification and confirmation that there have been no changes to these criteria and will be sure to inform our members if anything has changed. We also continue to encourage CFIA to clarify these details in their communications.
  • Dogs will require rabies vaccination at least 28 days before export to Canada
    CKC was able to secure an exception for CKC member breeders as “CFIA Recognized Breeders” which provides an exemption from the 28-day waiting period after the rabies vaccination. We are clarifying that this exception would allow breeders to import puppies between two and four months without a rabies vaccination, so that breeders may vaccinate their puppies in Canada at the appropriate time for their respective breeds. Recognized breeders will be limited to importing two dogs on each import permit and two import permits each year.
    Note: When a CKC member breeder applies for an import permit, they will need to submit a copy of their current valid membership with either the CKC or another equivalent national breed association/club in Canada, along with their import permit application form before an import permit will be issued. The address of the importing kennel listed on the import permit application must be the same as the address of the registered kennel listed on the provided proof of membership.

The new CFIA dog importation requirements also include:
  • Multiple entry permits will be replaced with single entry permits, and importers will have to specify the number of dogs to be imported.
  • Importers will be required to provide information about the travel route from the country of origin to the final destination in Canada, including the airport or land border crossing that will be used to enter Canada. They will also be required to schedule a CFIA inspection at the airport or land border crossing where the animals will enter Canada before the shipment leaves the country of origin.
  • Importers transporting dogs by air must have a post-import quarantine facility that has been pre-approved by the CFIA available in case arriving animals require further inspection and/or quarantine. Criteria for quarantine facilities can be viewed here.
